In order for thread mutings to mute the poll ended notification correctly, the note needs to be specified by object, not just by ID

Specifying the note is mandatory for thread and note mutings to be resolved.
Arguably it shouldn't be mandatory for note mutings.

[iceshrimp-js] Update typescript to 5.1.6

This unifies the typescript version used throughout all packages, which removes 2 packages from the yarn cache and also makes things a bit neater.
We should try to bump this for all packages at the same time in the future.
